The Enhanced Transparency Framework (ETF) is a crucial component of the Paris Agreement, designed to provide a better understanding of actual progress in climate action, as well as better accountability of the resources assigned and outcomes achieved in the process. Internationally funded activities like the Capacity-building Initiative for Transparency (CBIT) are fundamental to build the institutional and technical capacities of parties to meet the enhanced transparency requirements as defined in Article 13. IN this working paper we analyse the types of outputs and activities proposed by national governments within the CBIT initiative, as a proxy for Non-Annex I party priorities regarding the implementation of the Enhanced Transparency Framework. The most common types of outputs proposed concerned information provision on national greenhouse gas inventories, followed by progress tracking of Nationally Determined Contributions. Other ETF categories were scarcely represented, though there is a wide variation across regions. These results represent an early insight into the current capacity of developing countries to implement the provisions of the ETF, and support the importance of promoting complementary pathways to climate action transparency.
