Regulatory Barriers for Energy Service Companies - Perspectives from National ESCO Associations

This is a launch of a publication with the same name as the webinar. The publication reviews 12 countries and their regulatory environment, identifying and categorising ten types of regulatory barriers that ESCOs face to a smaller or greater extent in their line of business. At the launch, three countries that have participated in the analysis will briefly introduce the regulatory environment in their respective national contexts, after which there will be a Q&A session.

Bio

Jorge Rodrigues de Almeida is a leading adviser on sustainable energy and climate adaptation who has been working for almost 20 years at the European level for governments, cities and major industries.

He is an Advisor to the Board of the Portuguese ESCO Association, APESE. Founder and Managing Director of RdA Climate Solutions, an independent advisory boutique specialising in energy, climate change and sustainable finance.

He has been responsible for several national and international projects. Regular public speaker at industry events and author of several articles published in Portuguese Magazines and Newspapers.

Bio

Ahmed Samir Elbermbali is the Managing Director of the MENA Clean Energy Business Council (CEBC), a non-profit organization dedicated to promoting clean energy and clean technologies and solutions MENA Region. CEBC provides a platform to further dialogue between the public and private sectors to develop much-needed policy and regulation to help drive the implementation of clean energy across the MENA region. Ahmed joined CEBC in 2018 and is the youngest Managing Director to hold this position in the history of CEBC.

He is very active in bringing together the industry stakeholders from across the private and public sectors in the different MENA countries together to accelerate the policy maturity for clean energy in the region.

His research interests are in the intersection between policy, technology and consumer behaviour to accelerate the transition to clean energy and sustainable mobility sectors. Ahmed holds an MBA in Sustainable Mobility management from the Technical University of Berlin.

Stuart has managed the successful investment and delivery of over $15 billion of infrastructure assets delivered through alternative project finance structures. Grown three national advisory practices in Canada, all within the infrastructure and energy sector, including offerings around energy sustainability and carbon reduction. He has developed and implemented new and innovative financing structures across Canada, to develop new infrastructure delivery models. Through effective decision making with execution abilities, he consistently produces exceptional positive results for businesses.

Stuart is in the process of transitioning from his role as the CEO of Energy Services Association of Canada to Executive Vice President of SOFIAC, prior to that he was the National lead for a Big 4 Capital and Infrastructure Project Solutions practice providing expertise for strategic capital planning, deal structuring and procurement advice derived from over 25 years in infrastructure and project finance. Stuart’s advisory roles include expertise of the UK, European and Canadian infrastructure markets, across both the public and private sectors.

Bio

Soren E. Lütken holds a PhD in assessing European energy utilities' investment strategies with respect to UNFCCC investment vehicles such as CDM. Further, he combines an MBA background with experience from 10 years of service in the Danish Ministry of Foreign Affairs, tasked with multilateral finance advice and Danish bilateral climate change collaboration with China.

His approach to the energy sector is financial and political rather than technical. He has been working with Energy Service Companies (ESCOs) in Eastern Europe with e.g. EBRD financing in the 1990s, private energy infrastructure financing in Asia in the late 1990s, CDM investment, mainly wind energy and hydro projects, in India and China from 2003 onwards, and ESCO concept development in China's steel sector in 2008-2010.

Since joining the UNEP DTU (now UNEP Copenhagen Climate Centre) and its climate change-focused advisory in 2010 his work has focused on the linkage between energy investments and the politically controlled frameworks that determine investment conditions. He initiated the Global ESCO Network in 2019, realizing the missing link between the climate change agenda and the obvious role of ESCOs in emissions reduction.

He has authored two books and several working papers, including ‘Corporate Strategies and the CDM – developing country financing for developed country commitments?’ published in 2008, 'Financial Engineering of Climate Investment in Developing Countries' published in 2014 and several guidebooks on climate action and sector-specific energy efficiency implementation, including UNFCCC Guidance.

He is the author of two books on climate finance (published at Edward Elgar & Anthem Press respectively) as well as numerous guides and working papers on NAMAs and climate finance.
