The Super ESCO concept has been used for the implementation of energy efficiency (EE) projects in public sector facilities in some countries. Most of the individual targeted facilities have been rather large in size to accommodate the use of Energy Performance Contracting (EPC).
The present case, coming from Canada, is quite innovative as it is using the Super ESCO concept in order to implement EE projects in the municipal sector, which is mainly structured by an important number of small facilities. The initiative’s innovation lies in i) the need for legal and regulatory frameworks modification to enable the use of EPC, ii) the use of private sector financing, and iii) the collaboration between different actors: the federation of municipalities, an existing private sector fund and private sector ESCOs.
The presentation will focus on the concept developed, the legal and regulatory adjustments made to enable such an initiative, and the current status of the initiative in the market.
