Bio

Andrea Viviana Heins has been working on energy efficiency for more than 25 years. During the last few years, she worked as a consultant on energy efficiency for international organizations such as the World Bank, IADB, and C40, and for international companies, working for different countries in LAC and MENA regions. In this role, she participated in different projects related to energy efficiency in buildings and industrial sectors, as well as in public policy development. She also was the chair of the Argentinian Committee of the World Energy Council.

Between 2015 and 2018 she was the Undersecretary of Energy Efficiency and Savings at the Argentinian Ministry of Energy and Mining. In that position she was the focal point of the Ministry in the National Cabinet of Climate Change, the vice-chair of the Energy Transitions Working Group under G20 Argentina's Presidency - where she had the opportunity to co-lead the discussion with G20 countries of the Minister's Communique-, and the co-chair of the Executive Committee of IPEEC.

Before that, she worked for the industrial sector as a consultant and as part of the Argentinian oil and gas company.

She has a Chemical Engineer degree and a postgraduate degree in petroleum, both from the University of Buenos Aires.

Roberto Borjabad es Oficial de Programa en la Unidad de Cambio Climático de la Oficina Regional para América Latina y el Caribe del Programa de Naciones Unidas para el Medio Ambiente (PNUMA), y coordina a nivel regional la iniciativa United for Efficiency (U4E) de eficiencia energética, que busca apoyar a los países a transformar sus mercados hacia productos y equipos más eficientes.  Roberto es responsable del desarrollo de nuevos proyectos de eficiencia energética y de fomentar los vínculos con otras iniciativas de cambio climático en la región.

Antes de incorporarse a PNUMA, Roberto trabajó para PNUD en la República Dominicana como Coordinador Nacional de Programa, coordinando el Programa de Electrificación Rural conjuntamente financiado por la Unión Europea y PNUD. Antes de PNUD, Roberto trabajó en el sector privado en la industria de las telecomunicaciones y las energías renovables en varios países de Europa y África. Roberto posee un título de Ingeniería por la Universidad Politécnica de Madrid, España, y un Master of Business Administration (MBA) por la Queensland University of Technology, de Australia.

Roberto Borjabad is Programme Officer in the Climate Change Unit of the United Nations Environment Programme (UNEP) Regional Office for Latin America and the Caribbean, and coordinates at the regional level the United for Efficiency (U4E) energy efficiency initiative, which aims to support countries in transforming their markets towards more efficient products and equipment. Roberto is responsible for developing new energy efficiency projects and fostering linkages with other climate change initiatives in the region.
Prior to joining UNEP, Roberto worked for UNDP in the Dominican Republic as National Programme Coordinator, coordinating the Rural Electrification Programme jointly funded by the European Union and UNDP. Prior to UNDP, Roberto worked in the private sector in the telecommunications and renewable energy industry in several countries in Europe and Africa. Roberto holds an Engineering degree from the Polytechnic University of Madrid, Spain, and a Master of Business Administration (MBA) from the Queensland University of Technology, Australia.

Bio

Soledad Garcia is an Energy and Industrial Engineer. She holds an MSc in Industrial Engineering, a specialization in Systems Optimization and an MBA in Energy and Sustainable Development. Before joining United for Efficiency at UNEP, Soledad worked in the private industry as a Project Manager and Product Engineer, with different experiences in Argentina, Germany and France. Currently, she is responsible for the technical support and Project coordination of United for Efficiency Regional and Country projects, such as Pakistan, Morocco and Ivory Coast among others, for the development of their national energy efficiency policies, development of funding proposals and implementation of regional harmonization of standards.

Bio

Daniel Magallón is the Managing Director of BASE Foundation (Basel Agency for Sustainable Energy), a Swiss non-profit organisation and UNEP Collaborating Centre, which he has led since 2007. He is a recognised expert in sustainable energy, climate finance, and innovative business models, with extensive hands-on experience delivering projects across Asia, Africa, Latin America and the Caribbean, and Europe.

Daniel’s work is grounded in the conviction that addressing climate change requires systemic market transformation, enabled by market-based solutions and service-oriented business models that mobilise private capital at scale.

Under his leadership, BASE has emerged as a global pioneer in Energy Savings Insurance, Efficiency-as-a-Service (EaaS), and financial risk-mitigation instruments for sustainable buildings, among other innovative financing approaches that make clean energy and efficiency solutions more affordable, accessible, and competitive for both public and private actors. These models have been recognised by leading international initiatives and institutions, including the Zayed Sustainability Prize (Energy category), the Global Innovation Lab for Climate Finance, the Cool Coalition, and several development agencies. They are currently being implemented or piloted in more than 25 countries worldwide.

Daniel holds a Master’s degree in Renewable Energy with a specialisation in hybrid systems, an MBA in Finance, and a BSc in Civil Engineering.

Daniel Magallón es un especialista en tecnologías de energía sostenible, financiamiento y desarrollo de mercados, con amplia experiencia en organizaciones del sector público y privado.

Desde 2007, lidera BASE, una organización con sede en Suiza dedicada a impulsar inversiones y financiamiento en soluciones para el cambio climático. Su trabajo se centra en el desarrollo de modelos de negocio basados en el mercado e instrumentos financieros innovadores.

Daniel ha desarrollado e implementado diversas estrategias para acelerar eficiencia energética, incluyendo el diseño y aplicación de Energy Savings Insurance, así como modelos innovadores como Efficiency as a Service (Cooling as a Service, Storage as a Service, Lighting as a Service, etc.) y On-Bill Financing. Además, ha contribuido a la estrategia financiera de múltiples instituciones, apoyando la creación y desarrollo de instrumentos como blended finance, leasing, fondos dedicados, garantías de crédito y garantías de pago, entre otros. Su experiencia abarca tanto el sector público como el privado, colaborando con bancos públicos de desarrollo, ministerios de energía, banca privada y fondos especializados. Los modelos y estrategias que ha desarrollado también se han aplicado en sectores tecnológicos clave, como iluminación LED para alumbrado público, eBuses, refrigeración y climatización, cogeneración, bombas de calor, generación distribuida a pequeña escala, almacenamiento de energía y plantas de energía virtuales (Virtual Power Plants), entre otros.

Daniel Magallón posee una Maestría en Energías Renovables (European Renewable Energy Centre, Bruselas; Universidad de Zaragoza, España; y Universidad de Kassel, Alemania), con especialización en sistemas híbridos y mini-redes. Además, cuenta con un MBA con especialización en finanzas y una licenciatura en Ingeniería Civil.
