• Publication 16 August 2021 Nordic Capacity-Building Support to LDCs and SIDS for the Implementation of the Transparency Framework of the Paris Agreement Developing countries often lack the technical capacity, tools and robust institutional frameworks to enable regular reporting on the implementation progress of the Paris Agreement. Reporting is crucial for creating national and global overview of the mitigation efforts, adaptation plans and support needed and received towards enhanced climate ambitions. The Enhanced Transparency Framework (ETF) was established to build mutual trust and confidence, allow comparability and ensure accountability…
• Publication 16 August 2021 Evolución de la temperatura de mínima mortalidad en Madrid y Sevilla en el periodo 1983-2018 The increase in the frequency and intensity of heat waves is one of the most indisputable effects of climate change. One way of detecting the evolution of the impact of heat is through the increase in the so-called minimum mortality temperature (MMT). The purpose of this study is to determine the temporal evolution of the MMT in two Spanish provinces (Seville and Madrid) during the 1983-2018 period and to evaluate whether the rate of adaptation to heat is appropriate. We used the gross rate of…

• Publication 16 August 2021 Energy and Industrial Policy Failure in the South African Wind Renewable Energy Global Value Chain: The political economy dynamics driving a stuttering localisation process This paper utilises a combination of a political economy approach and a GVC framework to analyse the dynamics of the wind energy value chain in South Africa. The paper focuses on the complex intertwined interplay between energy and industrial policy and shows how they negatively impacted on efforts to increase localisation of domestic manufacturing and services industries. It discusses the opportunities and constraints, success and failures of a localisation process contained arising from the…

• Publication 16 August 2021 Clean captive power: Understanding the uptake and growth of commercial and industrial (C&I) solar PV in Kenya The UNEP-DTU Partnership, with support from DANIDA, is implementing a three-year project, The Technology, Markets and Investment for Low Carbon and Climate Resilient Development (TEMARIN) in two African countries, namely Kenya and Uganda. This project aims to: 1) analyse successful case studies of market-led interventions and mechanisms in Kenya, and identify key learnings; 2) support technology transfer partnerships in respect of a selected climate mitigation and adaptation technology in…
• Publication 16 August 2021 Policy transfer processes and renewable energy penetration: a comparative analysis of Peru, Thailand, and Uganda Low-carbon technologies must be widely adopted at a large scale to address climate change and enhance access to affordable, reliable and sustainable energy. The uptake of those technologies is often supported by specific policies developed at a national or regional level and those policies, like the technologies themselves, can diffuse from one place to another. This paper sheds some light on this ‘policy transfer’ and investigates the dynamics, the actors and the processes involved. We…
• Publication 16 August 2021 Collective Action Initiatives in the Energy Transition. Supporters of a strong sustainability paradigm? The overall objective of this contribution is to investigate Collective Action Initiatives (CAIs) in the energy sector (e.g. energy communities, cooperatives and purchasing groups) as a trigger for the implementation of a strong sustainability paradigm. The assumption is that the active involvement of citizens in the energy chain is a crucial requirement when considering the diverse dimensions of sustainability and to define and implement strategies that go beyond the technology-based weak…
