The project supports enhancing the technical and institutional capacities of Moldovan key national public institutions for mainstreaming climate change into sectoral strategies, policies, and plans, and for mobilizing resources to achieve both its updated NDC and long-term LEDS (Low Emission Development Strategy) goals. Moldova has recently updated its NDC and is aligning it with its National Energy and Climate Plan (NECP), creating an urgent need to build capacity across ministries such as Environment, Energy, Infrastructure, and Agriculture.

What kind of technologies are best suited to a country’s specific climate change situation? Understanding technology needs is the starting point for effective action on climate change. Before investing in technologies that reduce greenhouse gas emissions and adapt to climate change impacts, it is essential to assess and analyse a country’s specific needs, as relates to its specific set of circumstances. This information can then be used to set priorities and identify appropriate technologies. Technology Needs Assessments are designed to do precisely this type of in-depth analysis.

The Lao People's Democratic Republic is proactively addressing climate change through national strategies and regulations aligned with the Paris Agreement's global objectives. The country’s 9th Five-Year National Socio-Economic Development Plan (2021-2025) emphasizes disaster readiness and resilience-building, reflecting the nation's commitment to climate change mitigation and adaptation. Its National Green Growth Strategy 2030, established in 2019, focuses on reducing vulnerability to disasters, promoting low carbon emissions, and sustainable economic growth.
